Irrigation & ONSWC
Encore irrigation is provided by Old North State Water Company (ONSWC). If your yard is not receiving water or specific sprinkler heads aren’t working message or call ONSWC: 877-511-2911. Their call center operates 24/7 and your phone call generates a work order and an alert.
Schedule: Tues, Thurs, Sat, and Sun, 6am – 10am and evenings as conditions warrant. Each sprinkler operates for approximately 5 minutes. Grass and shrub systems may not activate simultaneously.
Functionality and Management: ONSWC manages residential wastewater for all of Briar Chapel, including Encore. Their mandate is twofold: treat wastewater and disperse it safely and effectively.
Treatment: Everyone in Briar Chapel, including Encore, pays the same monthly ONWSC wastewater sewer fee.
Dispersal: Is handled through two primary methods:
- Irrigation of common areas throughout Briar Chapel and Encore.
- Irrigation of all Encore front yards and flower beds. There is no cost to Encore residents for this.
Encore: Was built in phases by David Weekley Homes. As a result, the irrigation system was installed piecemeal, utilizing controllers from various suppliers. This lack of standardization has created significant challenges for ONSWC. In addition, the irrigation system was often framed to prospective buyers as a guaranteed homeowner “right” rather than a utility disposal method controlled by ONSWC.
Two types of water service:
- Sewer: All residents pay a monthly ONSWC sewer fee for the treatment of residential wastewater.
- Potable (Drinking) Water: Your drinking water is provided by TriRiver Water Company, and households are billed based on their usage.
The Process: Disposing of the treated water begins at the ONSWC plant located behind the Clubhouse, moves to the filtration lake above Abercorn Circle, and is then distributed to common grounds and residential front yards. This system provides our community with a government-regulated, economical method of recycling treated water.
The direct interface with ONSWC – is through Briar Chapel management who maintains an open dialogue with ONSWC to ensure our community’s interests are represented and that system issues are addressed as quickly as possible. The Encore Board engages with Briar Chapel management regarding this and other issues of common interest.
